Payroll

Best HR software for Canadian small businesses

BambooHR prints USD and a $250 small-team floor. Rippling and Employment Hero are quote/custom. Gusto’s core payroll is US-only. HR is not a T4.

Last updated 6 September 2026. About 16 minutes. Research from public vendor docs and CRA pages — not a hands-on lab test.

A Smithville shop just hired its second person and is still tracking vacation in a shared spreadsheet. They need employee records, time off, and an offer letter that does not live in someone’s inbox — not a US benefits marketplace and not a promise that “HR software” remits CPP. US roundups skip the part that changes the bill: CAD or an honest USD label, and whether payroll is Canadian or a US W-2 engine.

This comparison is four names Canadians actually google: BambooHR (USD printed; US payroll add-on), Rippling (Canada quote page; no public card), Employment Hero (formerly Humi; Canada HR + payroll, Custom prices), and Gusto (clear US dollars; not Canadian payroll). HR software prices checked against public vendor pages, 6 September 2026. Buttons are official marketing URLs, not affiliate trackers.

The ledger that books the wage run is accounting software for Canadian small businesses. The signed offer letter is e-signature software. Hours that feed the payroll file are time tracking.

Who this page is for

  • A Canadian employer who wants a people database and time-off rules, and will run CRA payroll in another product.
  • A shop that used Humi and needs to know Employment Hero is the English-Canada brand, with Humi kept for Québec.
  • A US founder who googled Gusto for a Smithville hire — and needs the EOR vs native-payroll distinction before they buy.
  • Not a 200-person Dayforce RFP. Not employment-standards legal advice.

Snapshot (public pages, 6 September 2026)

BambooHR prints USD. Rippling’s Canada page and Employment Hero Canada are quote/custom. Gusto’s published dollars are US payroll prices. Payroll add-ons are labelled as the vendor labelled them.

BambooHR

Published software price
Core US$10 per employee/month. Pro US$17 per employee/month. Elite US$25 per employee/month. FAQ on the same page: companies with 25 employees or fewer pay a monthly flat rate starting at US$250/month — not US$10 × headcount.
Currency honesty
bamboohr.com/pricing prints USD on Core / Pro / Elite and on the ≤25-employee floor. No public CAD list.
Canadian payroll?
Payroll add-on lists federal and state tax filing and is marked US employees only. Benefits Administration is also marked US employees only. Bundle discount (15% when Payroll + Benefits are added) is US-employees-only.
Canada / data honesty
No Canadian data-centre claim on the public pricing page retrieved. Global Employment is Remote EOR — quote only.

Rippling

Published software price
FAQ on the Canada pricing page: most products are invoiced per-employee per month; some include a monthly base fee. Each HR, Finance, and IT product (Payroll, Expenses, Benefits, Device Management) can be bought separately alongside the required Rippling Platform.
Currency honesty
rippling.com/en-CA/pricing is a custom-quote form. It does not print a CAD or USD plan card. Rippling’s own Canada HCM blog has converted “US$8 PEPM” to “$11 CAD” — that is marketing math, not a checkout list. This page does not invent a CAD SKU.
Canadian payroll?
Payroll is a separately quoted module on the Canada pricing FAQ. The page does not print a CPP/EI/T4 feature table. Confirm Canadian payroll in the quote — do not assume Rippling Payroll is QBO Payroll Canada.
Canada / data honesty
The /en-CA/ host and a Canada option on the quote form are Canada marketing. They are not a published CPP/EI/T4 table and not a proven CAD invoice.

Employment Hero CA

Published software price
Public plan names: HR Standard, HR Premium, HR Platinum (HR only), Employment Complete (HR + payroll + Team Chat + Learning), Employment Unlimited (adds managed payroll and advisory). Upgrades include Payroll and Managed Payroll. Compare table: subscription must include a minimum of 10 users. Billing is the higher of contracted users or active users. Payroll Premium add-on lists a $70/month minimum; Managed Payroll lists a $500/month minimum — those dollars are unlabelled.
Currency honesty
employmenthero.com/en-ca/pricing labels HR Standard / Premium / Platinum and Employment Complete / Unlimited as Custom. Dollar amounts on most plan cards did not print. Chat add-on prints $2 per employee/month with no CAD label. Do not invent a CAD PEPM from a pre-acquisition Humi blog.
Canadian payroll?
Employment Complete and Unlimited include payroll. HR-only tiers list Payroll / Managed Payroll as upgrades. Official FAQ keeps Humi for Québec payroll legislation.
Canada / data honesty
Official FAQ: Employment OS customers in Canada — HR account data on AWS in Australia and Canada; payroll data stored in Canada. Humi by Employment Hero customers — all platform data on AWS in Canada. Both platforms are described as PIPEDA-compliant. That is vendor copy, not a legal opinion.

Gusto

Published software price
Simple US$49/month + US$6 per person (Gusto’s Square comparison table, 2 August 2026). Plus US$80/month + US$12 per person. Premium US$180/month + US$22 per person.
Currency honesty
Gusto’s published Simple / Plus / Premium dollars are US payroll prices with no CAD label. Treat them as USD. Confirm tax at a US checkout — this is not a Canadian software list.
Canadian payroll?
The same Gusto article positions Simple as single-state US payroll and Plus/Premium as multi-state. It lists W-2 / 1099-class US tax work. Official Payroll Service Terms (updated 18 August 2025): the Payroll Service is only available in the United States (excluding US territories) and requires a US-registered business and US bank account.
Canada / data honesty
Official gusto.com FAQ (“Does Gusto work in Canada?”): core payroll is designed for US-based businesses. Two Canada options: hire full-time employees through Gusto’s Employer-of-Record service powered by Remote, or pay international contractors. Official country guide (gusto.com/product/global/country-guide/canada) repeats the Remote EOR path and contractor payments in CAD. That is not native CRA CPP/EI/T4 payroll for a Canadian employer. This page does not invent an EOR per-employee CAD rate.

BambooHR — USD card, US payroll add-on

Official bamboohr.com/pricing (6 September 2026): Core US$10 per employee/month. Pro US$17 per employee/month. Elite US$25 per employee/month. FAQ on the same page: companies with 25 employees or fewer pay a monthly flat rate starting at US$250/month — not US$10 × headcount. bamboohr.com/pricing prints USD on Core / Pro / Elite and on the ≤25-employee floor. No public CAD list. Source: https://www.bamboohr.com/pricing/.

Payroll add-on lists federal and state tax filing and is marked US employees only. Benefits Administration is also marked US employees only. Bundle discount (15% when Payroll + Benefits are added) is US-employees-only. Global Employment (powered by Remote) is a quote-only Employer of Record / contractor add-on. This page does not invent a CAD EOR rate. If you have five people in Ontario, budget the US$250 floor, not 5 × US$10. Then buy Canadian payroll separately — payroll software for Canada.

Rippling — Canada URL, still a quote

Official rippling.com/en-CA/pricing (6 September 2026): FAQ on the Canada pricing page: most products are invoiced per-employee per month; some include a monthly base fee. Each HR, Finance, and IT product (Payroll, Expenses, Benefits, Device Management) can be bought separately alongside the required Rippling Platform. rippling.com/en-CA/pricing is a custom-quote form. It does not print a CAD or USD plan card. Rippling’s own Canada HCM blog has converted “US$8 PEPM” to “$11 CAD” — that is marketing math, not a checkout list. This page does not invent a CAD SKU. The /en-CA/ host and a Canada option on the quote form are Canada marketing. They are not a published CPP/EI/T4 table and not a proven CAD invoice. Source: https://www.rippling.com/en-CA/pricing.

Rippling is the product people buy when they want HR, IT devices, and spend in one stack. That is a real pitch. It is not a printed CAD PEPM, and it is not a substitute for reading whether the payroll module you were quoted files a T4.

Employment Hero — the Canada HR + payroll name (ex-Humi)

Official employmenthero.com/en-ca/pricing (6 September 2026): Public plan names: HR Standard, HR Premium, HR Platinum (HR only), Employment Complete (HR + payroll + Team Chat + Learning), Employment Unlimited (adds managed payroll and advisory). Upgrades include Payroll and Managed Payroll. Compare table: subscription must include a minimum of 10 users. Billing is the higher of contracted users or active users. Payroll Premium add-on lists a $70/month minimum; Managed Payroll lists a $500/month minimum — those dollars are unlabelled. employmenthero.com/en-ca/pricing labels HR Standard / Premium / Platinum and Employment Complete / Unlimited as Custom. Dollar amounts on most plan cards did not print. Chat add-on prints $2 per employee/month with no CAD label. Do not invent a CAD PEPM from a pre-acquisition Humi blog. Source: https://employmenthero.com/en-ca/pricing/.

Official FAQ (same Canada site): Employment Hero acquired Humi in 2025; brand transition completed September 2025. Most Canadian buyers land on Employment Hero. Humi by Employment Hero remains the Québec / French-language product and is described as compliant with Québec payroll legislation.

This is the shortlist pick if you want one Canadian vendor for people records and CRA payroll — and you will accept a sales quote instead of a public PEPM. Confirm Québec (Humi) vs the rest of Canada (Employment Hero) before you migrate.

Gusto — honest US product, not a Canadian T4 engine

Official Gusto dollars from Gusto’s own Square comparison on gusto.com (published 2 August 2026; retrieved 6 September 2026): Simple US$49/month + US$6 per person (Gusto’s Square comparison table, 2 August 2026). Plus US$80/month + US$12 per person. Premium US$180/month + US$22 per person. Gusto’s published Simple / Plus / Premium dollars are US payroll prices with no CAD label. Treat them as USD. Confirm tax at a US checkout — this is not a Canadian software list. Sources: https://gusto.com/resources/guides/switch-payroll-providers/square-pricing; https://gusto.com/product/hr.

Source: https://gusto.com/legal/terms/payroll.

Sources: gusto.com FAQ; https://gusto.com/product/global/country-guide/canada. If you are a US company hiring one person in Ontario through Remote, that can be a fit. If you are a Canadian employer running your own payroll account, Gusto Simple is the wrong SKU — same class of mistake as Square Payroll on the payroll guide.

A Canada payroll sibling that does print CAD

Zoho Payroll Canada is not in the HRIS table. Official zoho.com/en-ca/payroll/pricing/ (6 September 2026): Standard C$20/org/month billed annually + C$3/month per employee (C$25 + C$4 monthly). Professional C$35/org/month billed annually + C$5/month per employee (C$40 + C$6 monthly). zoho.com/en-ca/payroll/pricing/ prints C$. Page copy: all provinces and territories including Québec; CRA compliant; T4 and RL-1; Record of Employment; direct deposit. That is payroll, not a full HRIS. Source: https://www.zoho.com/en-ca/payroll/pricing/. Use it (or QBO / Wave / Wagepoint) for the CRA file, not as a performance-review suite. Details: best payroll software for Canada.

A practical pick

  1. Canadian employer who wants HR and payroll in one Canada brand, and will take a quote: Employment Hero (Humi if you are in Québec).
  2. People database only, USD budget, under 25 staff: BambooHR at the US$250 floor — then a Canadian payroll product.
  3. Need devices, spend, and HR on one quote: Rippling. Confirm Canadian payroll in writing.
  4. US company paying one Canadian through an EOR: Gusto Global / Remote — not Gusto Simple.
  5. Canadian employer who only needed CRA payroll: skip this page and open payroll software for Canadian small businesses. Zoho Payroll Canada prints C$ if you want that sibling.
  6. Offer letters: e-signature software for Canadian small businesses.
  7. Wage journal in the ledger: accounting software for Canadian small businesses.
